This was made using sure cuts a lot only. I drew a rectangle, should be size of your photo using shapes library. Make sure you select weld on properties window. Type in your words for the tops and sides separately. Make sure you select weld for each one of them. Move them close enough to touch the top and sides of the rectangle. Use the preview(mag glass icon) to make sure they are welded. If not, use nudge to move them closer. Then make a rectangular border piece for the top, bottom and sides. Make sure you select weld for each one. Move them close enough to the lettering to slightly overlap. Use preview to make sure everything is welded and connected. If not, nudge things slightly.

You can OPEN it in scal, and just change the text. Unfortunately, I made mine big, and it is not easy to select and resize or move things in scal. You would probably rather start with an appropriately size rectangle, but at least you can see what I am talking about.
