The second is a policeman blowing his whistle. I added an outline to glue him to since I cut him out this morning, so he can be a true die cut. The blue "shirt and head" go on top of the white "shirt and head". Then the white face goes on top of that. I'd cut the outlin in black or whatever color page you are gluing him to.

This shows the scut layout. The face and hand are flesh colored. The outline is black. The top shirt/ hat is blue. 
The bottom shirt/hat is yellow. Over lay the blue on top of the yellow, so starts and buttons show through.
Another policeman , saying "HALT!".
